Hungry lion Gobabis

I would like to know what the law states about sewer disposal. In Gobabis they have a private contractor who pumps the sewer for them each Sunday at six o'clock who then goes an dumps it in the field behind some houses. I didn't have my phone withe but next Sunday I'll be waiting to take some photos. It utterly disgusting.
