Over a month phone still not repaired, not even quoted yet!

I gave in my phone at Huawei Melrose Arch for repair of my back camera at the beginning of December. I was told the repair would take 3 to 7 working days. I was also told that I would receive a quotation which I would need to pay before the device is repaired. It is now more than a month later and still no quotation. I have called more than 7 times and still no feedback. The call centre operators tell me the quote will be escelated, but still no quote. They tell you they will call you back, which they do not. They tell me I will receive the quote by the end of the day, but never do. I am getting no where! Not sure how to get my phone back, as each operator tells me the same thing and makes the same promises on which they do not deliver. It doesn't help that operators are nice to you, but do not provide an actual solution.
