Lost HUAWEI P30 lite

Good day I have lost my phone huawei P30 lite with location being turned off, i would have thought a big company like this with expensive phones will have other methods using maybe the imei number will be able to assist in tracking this device, but now im told im on the mercy of whoever has my phone to turn on the location. Someone from HUAWEI assist please
