Consumer pays for defective phones

I bought a Huawei Nova only a few days ago, every time I connected it to my laptop it shocked me, once causing me to drop the phone, needless to say the screen cracked. I contacted Huawei to report the defect and I was advised that they will collect and analyse the phone and send a quote for the repairs and if I reject the quote I have to pay a rejection fee and they will also not repair it if the screen is cracked so a quote is inevitable. So now they want to charge me for both the screen repair and the labour fee for repairing a defective phone. I am very dissapointed in this Huawei product and will not recommend it to anyone.
