BCM Billing and Meter readings

The amount of inconvenience caused by the buffalo city water and meter reading department is unbelievable. I now cannot load electricity because they refuse to correct the interim charges made to my account. When you call them, they send you from one department to another with no assistance. They owe me credit but instead say I am in debt. And HAEL refuses to help as they say it's a municipality issue. This is unacceptable!
