Worst service from a hospital

I have been phoning over a week to get through and make an appointment to see a doctor to be revered to tygerberg hospital for mri scan from a letter stating I must get mri scan at tygerberg hospital i have sent numerous emails and my number was sent to hh to phone me to make an appointment. And still nothing almost 2 weeks now. When I got through person on lunch or i get put on hold for 10mins. What tipe of service is this that a state hospital give to people really ridiculous
