deducted funds without consent

I am laying down a complaint on behalf of my father.he was phoned saying that he has been selected and qualified for a platinum card,he gave no consent for funds to be withdrawn from he's bank account.hotel express withdrew 9000 from his account. He did contact them regarding this matter and they promised to return he's call with further details. Till today they still haven't contacted him regarding his concerns
