hotel booked free cancellation but no refund

I have booked hotel with Bien Etre hotel in France Paris with [URL Removed] and cancelled before arrival date as per hotel policy and [URL Removed] policy i was supose to get full refund . but hotel refuses to refund. very bad service and cheating people i aspect hotel to give my full refund as per [URL Removed] policy.
