Rust on vehicle after less than 4 years

I bought a new Honda Ballade at the end of 2011. I do not live in an area where rust is a major problem. But my bonnet is rusting and apparently the car is no longer under warranty. However, a car should not rust within 3 years!! The Honda branch has referred this to Honda SA who have now been sitting on it for months and there is still no reply. The branch has been great, but the head office is shocking. I have had Honda's now for the last 12 years.... and my next car will almost certainly NOT be Honda. The quality has deteriorated markedly (my first car is still going strong and has no rust, while this one is a huge disappointment) and the service and attitude is shocking.
