Parcel delivered to wrong person on the street

My parcel was delivered to a wrong person at wrong address by their assigned courier company (Fast way). How can u deliver a parcel without requesting an ID document, without calling to confirm if u are indeed at the right address instead the driver says he met the person who signed on my behalf on the street.
