Homechoice disaster

My housekeeper placed an order to be delivered to her home. My housekeeper received a message from Homechoice to say the order had been delivered, however, she never received the order. Upon speaking to Homechoice, they said that someone named David signed for the parcel. My Housekeeper never received a phone call from the courier to give permission for someone else to collect or sign for her parcel!! How can they give a parcel to someone other than the account holder without the account holders permission! Now Homechoice is charging her for the item that they incorrectly delivered!
