Hoaeane goes back on their word

I app**** for debt review in 2013 with Hoaeane Debt Cousellors in JHB. I received horrible service from the off word go. I paid them a fee of R 3550.00 which was for the entire process. I then received bad service and attitude from Nomsa one of the consultants and decided the end of September I wanted to cancel. Nothing was done on my account because my creditors were still calling me, I had to call Hoaeane eveyrtime to request feedback of whats actually happening. I requested some of my money back due to the fact nothing was actually done on the debt review. my debit order never went through etc. I did not expect a 100% refund due to the fact they did call one or two of the creditors to make arrangments. As of this year 2015 I thought enough is enough and I ctuslly started putting pressure on consultant Kamogelo. He requested my banking details two weeks ago saying I was due a refund of 50% of what I paid. So I have been following up every second day with him and suddenly today he is telling me I will not be getting a refund because he did not discuss it with his boss, clearly not my problem so all this time he was telling me lies to get me off his back. Next step is the NCR.
