My experience staying at Hlalakamnandi has been consistently frustrating. There always seems to be a problem, most notably with water and electricity. Initially, there were frequent water outages. After numerous complaints, tears, and endless follow-ups, a borehole was eventually installed. Despite this, residents are still charged astronomical water bills, and this year the so-called “water coverage” charges doubled without any clear or believable explanation. The amounts feel completely made up and are never properly justified. When you raise concerns, management either ignores you or takes an extremely long time to respond—often with an unhelpful or rude attitude. There is little accountability and no sense of urgency when it comes to resolving issues that directly affect tenants’ daily lives. Electricity charges are equally shocking and far higher than what seems reasonable for a residential complex. Overall, I do not recommend this property. To make matters worse, there appears to be a pattern of removing reviews that are not favorable, rather than addressing the real issues residents are raising. Tenants deserve transparency, respect, and fair billing—none of which I have experienced here.
Protea Glen Manor is located in an area that, like the rest of Johannesburg, had service delivery issues over the past few years. While these service disruptions originate at municipal level and fall outside of the complex’s direct control, we have never taken a passive approach.
When water interruptions became more frequent in the area, we proactively invested — at our own cost — in substantial backup infrastructure, including many large-capacity water tanks. As supply instability continued, we went a step further and installed a full borehole system to strengthen water security for residents. These decisions were made deliberately and responsibly to protect residents from prolonged outages and to enhance long-term reliability.
Regarding water charges, these are calculated based on actual consumption and the real operational costs of delivering water to the complex. Importantly, with the integration of borehole supply, the effective water rate has in fact reduced over recent months. There are no arbitrary or “made-up” charges, and we remain committed to transparent billing. Any resident who requires a breakdown or clarification is always welcome to engage directly with management.
Pre-paid electricity charges are similarly based on usage and applicable tariffs. We continuously review operational efficiencies to ensure costs remain fair and market-related.
We acknowledge that during periods of widespread municipal disruptions, query volumes increase significantly. While we strive to respond promptly and professionally at all times, we regret if any communication felt delayed or unsatisfactory. That is never our intention. Our team cares deeply about our residents and works consistently behind the scenes to resolve issues and improve service levels.
