Not getting charges reversed on credit card

I went to the Hirsch Store in Somerset West on 13 January 2018 to purchase a Russel Hobbs fan for R 1099-00. After noticing that the box was opened up previously and taped up again I specifically asked if the fan is complete and I was assured that all the components where there and that they open up the boxes prior to ensure that all the components are there. Needless to say when I got home the fan was incomplete. My wife took it back on Monday, 15 January 2018 where they issued a credit note (no refund) till they could get a replacement fan. A week passed without hearing anything from Hirsch so I decided to pay them a visit on 20 January 2018 te enquire what was going on. Needless to say nothing was done and the store manager blamed the sales staff etc. Back-and-throw I managed to locate a demo fan (complete) in their stores to the one I brought originally. After being offered a discount on the said fan I left with the fan at R 850-00 with a promise that the balance of the R 1099-00 will be refunded to my credit card ( a process that would take a couple of days according to their accounts department). Needless to say that we are on the 9th of February 2018 and the balance owing to me still has not been reversed. So I just have this question, are Hirsch going to refund the money or is their modus operandi to operate like this taking money customers and not refunding them when there are moneys owed to customers. Needless to say that I haven't had any correspondence from them relating to the moneys owed but yet they send me spam mail and I really express my dissapointment in the way how they are handling this matter because the actions are not inline with good business practice and borders on *****. And since when must the customer each time go back to enquire what is going on with moneys owed to them. I would definitively not support them going forward.
