Hi-Q Polokwane closed owing me

Around mid 2019 I went to Hi-Q Polokwane along Boks Street to purchase a tyre then they informed me of a savings product which they have that I can pay monthly then when ever I want to do something like wheel alignment on balancing or buying a tyre I can just go and spend on anything equivalent to the amount on the account with an option of adding the outstanding amount. I signed up and setup a debit order of around R200 a month. The product is called VIP. The problem is I went to the shop and found it is permanently closed so I went to another HI Q in Polokwane where they indicated that the product was only applicable to that closed Hiq, so I got the contracts of the owner who said he will check my account to can refund me but to date nothing happened and the last time I checked the amount accumulated was over R1200. I am also trying to get the correct ombudsman to can recover my money.
