Broken Hisense washing machine

I bought a Hisense washing machine a year ago and its still under a 3 year warranty. The machine is making noise and sometimes clothes come out wet, i opened the filter and there was nothing blocking. I then visited the the Shop in Woodmead to log a complain, to which they said "an approved Hisense technician will be sent within 14 working days". After 3 days the technician called me and said i should prepare a R550 callout fee in cash. This surprised me because 1: The machine is still under warranty and 2: He is calling me with his personal number and demanding money in cash on arrival. 3: He didn't bother to come check the machine even though i explained everything to him. Needless to say i'm very unhappy from the service i got from the Hisense technician.
