Thailand trip with HeyTraveller

In 2019 we looked for an agent to make arrangements for us to travel to Thailand. The agency we found was 'Hey Traveller'. We made arrangements for us to travel to Thailand in March 2020. Then in February 2020 there was a coronavirus pandemic. We contacted Mr Mashala (our Travel agent) and we discussed a way forward considering the current pandemic. He then told us that he hadn't booked our flights and accommodation and that he will refund is the money. He told us to fill in refund forms and we filled them in and submitted them. A few days later we found out that he sent R25 000 to one of the people we planned to travel with. When we asked him why he did that, he told us that we should spilt the R25 000 amongst the 6 of us. We all paid R14 000. We contacted him repeatedly to tell him that he should refund all of us our R14 000. He kept assuring us that he will refund us. He didn't deliver on the dates that he said he will refund us. 2 weeks ago he told us that the company does not have the money to refund us. To this day we haven't received our money or heard from him.
