Hessequa Minicipality

I am a pensioner that only receive Sassa (R1780.00) per month. Unfortunatly I can't pay the municipality fees for an empty piece of land and now they have send me a summons that after I have offer to pay them R100.00 per month. I know that is not a not a lot but the piece of land will be go on auction. I know it is wrong of me not to pay but I realy can't. I stay with people, don't have any furniture or anything that they can sell to get the amount that I am oustanding, but they still insist that they going through with the summons and I have to go to court. I just hope the magistrate will understand my situation.
