HESA is supposed to evaluate certificates

of high school students from foreign countries with obviously foreign school leaving certificates. Without an evaluation from HESA a foreign student can't apply for whatsoever course may it be at university or at any college. HESA took nearly 3 months to tell us that what my daughter has is what she has!!!!!! It is incredible.
