No refund of credit card deposit

Last month we rented a car in Namibia and returned it in good order 20 days ago. Hertz took a deposit of N$18,455 off my credit card, which has still not been refunded/reversed. I contacted the Customer Relations Department and on 5 June, the staff member promised it would be refunded with 72 hours. This has still not been done.
