Hertz Israel bad rental

We went to Israel in December and rent a car from Hertz - we had to pay a huge chunk for deposit - the guy at Hertz in Tel Aviv said that the deposit may take UP TO 21 days to be reversed after deductions IF we have speeding tickets etc etc

Well we kept to the rules of the country every single place we went, plus we walked more than we drove the car -

Its already 24 February now and have not received our deposit back, but got deducted more than 5 times over the period for "tracking violations" one after the other - they take FOREVER to get back to you and we still have not received our deposit back!! Communication is ****
