Hertz car rental pathetic

Booked a car 2 months ago, upon arrival we waited in line for 1 hour only to be told there are no cars available and that we have to wait for another hour. I requested a refund for my last day as I prepaid and was also told i cannot get a refunnd. Absolutely shocking and pathetic service.
