Hertz Car Rental overcharges on all levels

I did 2 Hertz car rentals in a week.

In both cases they charged me for fuel whilst I returned the vehicles FULL with proof of refuelling provided.

I rented on a 'special offer' through Air France. I thoroughly read the terms and conditions that came with the rental booking and kept a copy. Nowhere did it say I have to take the superwaiver cover which is double the daily rate, or else be expected to pay R13000 holding deposit. I showed them the terms and they just said its nothing they can do, either I accept the 'local' terms or drop the rental. Since I did not have so much on my credit card available, I had to take the higher cover.

Sent 4 e-mails to customer care and all are completely ignored

So suddenly, without any form of notice, I find a refund for fuel in my account. No explanation or apology. Now what about the other fuel charge? And what about the super waiver charge which I was forced to take? If I look at the other comments here, I am not the only one that was 'taken for a ride'. Hertz SA is FOR SURE not my first choice in car rental as the booking email suggested. ZERO customer service.
