Debit without permission and still no refund of my money

I rented a car with Hertz. Which they took two deposits....and told me the one deposit I will get back...its been days now I still have not recueved my refund...on top of that when they send me my invoice there was an extra charge which I didn't understand. So I sent an email for them to explain why there is an extra charge...no body card to explain why....I even sent a second email still no body explained....its been days now the debited my account but they haven't cared to explain why they charging me....and I'm still waiting for my refund....these people are running a ****.....I'm gonna open a case of ***** against you guys...you are running your business like a spa shop...I will advise people not to rent cars with you....
