Billing of Claim 4 months after with NO WARNINGS

I hired a car with Hertz in December 2015. Upon inspection the attendant noted a small surface scratch on the tyre which i am told is nothing serious and just being noted. Yesterday (FOUR months later) my account is debited for R 2170 without NO warning, NO notice, NO invoice in the past four months. I call to find out and NO ONE can find any outstanding amounts on my account or even a log to say that a claim was under investigation. The next morning i am all of a sudden sent an invoice explaining i have to pay R 2170 for an outstanding claim.

Firstly, why on earth am I paying for the complete replacement of an entire tyre on a brand new car because of a barely noticeable scratch on the surface of the rubber? Which they will most likely just polish and reuse.
Secondly, how on earth is it fair to debit R 2170 off someones account without no fair warning, notice of investigation, invoice or ANYTHING randomly four months later? Not once since then have they told me of this or even tell me once they take it?!
Thirdly, how is it that no one could pick it up off their systems but when the inquiry is made an invoice magically appears?
Totally unprofessional, unfair and unacceptable!
