Paid in September, goods wrong, no refund

I opened a new store in Somerset west, explained to Monroe what I wanted. He delivered goods but it was incorrect and completely useless to me. Monroe promised about 20+ times now that I will have my refund, but NOTHING happens. I am about to go and make a case now with SAPS. My business cannot afford to lose this money.
