No Refund for puppy

After looking Heather dogs and puppies' website we decided to buy an Australian cattle dog puppy. We spoke with a Mr. Anderson and payed him as agreed R2000 for the puppy, on 23 April. There was however a problem with the pet courier who asked us R5150 for the transport of the puppy. This was not part of our agreement , as mister Anderson said he would handle the delivery and sort everything out with the pet couriers. We could not afford this extra costs and therefore asked for a refund from mister Anderson. We did not feel comfortable doing further business with him. We asked to be refunded on the 26th of April for the R2000 that we payed for the puppy, he agreed to give us a refund, but we are still waiting and have not received the money.
