Poor service and bad communication

Poor service and lack of communication. I called through to speak to a lady called Treasure and the receptionist Daphne didn't want to put the call through and said I should email, so I asked to speak to the manager and she said the managers not in, I then asked to speak to someone incharged and she says she can not put the call through. What kind of a business doesn't allow you to speak to anyone and wants everything via email, when telephone numbers are given on the email to call through.
