Car under warranty Haval SA refusing to pay

I bought a haval H2 last year it keeps on turning the engine light on I sent it to the dealership twice already now it's the 3rd time haval SA is refusing to fix it under warranty saying it's blocked not broken I don't know why they are not unblocking it saying I must pay R25000 for it to be fixed.
