Personalizing a number plate

Good day, kindly note that I am so disturbed I bought my Haval H1 December 2019 and I asked the sales man assistanting me if I could personalize my number plate

He said yes n that I will have to pay an extra fee of R4500 n u should transfer to him. So I did since December I have been hearing excuse after excuse that its December holidays then next u was told the ppl who collected to go do number plates Is on leave.

Until I finally told him that once he should refund me I will go do it myself this was in January. I was expecting my refund in January and I ddnt receive he says that the guy who collects from the company has not vanished and all but I will get my refund the following Month which ws Feb ofcos with my patience again I waited only to be told that I should wait for March.

Now it's March and there's still no money in my Account can the company please assist me in getting my money back?
