VW sells used cars to ****** with no FICA checks

I called into Hatfiled VW requesting information on a driver that hit my car and my leg. This driver had bought the car from them as their information was on the permit yet they claim to not sell used cars. Clearly they do not FICA nor keep track of their customers.
