What good is a motorcycle without registration?

Harley Davidson Bloemfontein delivered a new motorcycle to me in East London nearly 4 weeks ago. I am still waiting for them to supply the correct papers in order to register this bike. Clearly it is not fit for purpose if I am unable to comply with registration laws.
