Experience from hell!!! False advertising

Made a booking well in advance 8 months to be exact.checked out this deal on booking.com and had booked based on the pictutes that were advertised.on arrival at this hotel,rooms and rest of the building were still under construction.rooms that we had not even seen or booked for were given to use.the conditions were not livable...untidy to say the least.we demanded a refund because we simply were not happy and felt so unsafe at this hotel but to no avail nothing was done.we were left stranded having to look for other accommodation ..the inconvenience this hotel had put us through was unecessary!i had even called the hotel prior to arrival to enquire about rooms and was happy with it only to arrive in hell!!!
