Disgusting Hotel

My sister in law booked for the week. Got there yesterday and no electricity. Room was on the 7th Floor. I'm sure this is a **** Hotel. No one to speak to and already paid online. Why is it still being advertised on all the major booking sites. No rating for this place at all.
