non deliver - non refund

We place an order in May 2018. two days later we were told the item is not in stock and would have a two month waiting period. Two months later we followed up only to hear they didn't know when our stock was coming but would find out. After many mails & no answers I finally cancelled the order in October & requested a refund. Many mails & months later I have been refunded a 1/4 of my money . More emails & still no reply.
