Very bad service

I am really disappointed with this branch service, I've been following up regarding the double disc for the car I just bought from their branch, now the sales agent is telling me that i need to go to traffic department and get the double disc myself, meaning i will have to pay +-600 rand which i do not even have myself, this is really not fair at all and i honestly didn't sign up for this **** service,
