Hahn Collections rude service

The personnel at this collection agency for television licenses is very rude and they did put the phone down while I asked them to send me a statement via email and then I will make payment arrangements. I informed them I do not do any payments if I do not have a statement showing for what I am paying. They also said I do not have the a right to make any payment arrangements.

Over the years I have asked SABC to register my correct email address , which they never did.

Can anyone tell me what rights do I have regarding payment arrangements. Who the hell are watching anything what the SABC broadcast? the last time i watched any of their programs where 14 years ago.
