Getting daily emails regarding someone else's outstanding TV License account

Hahn Collections keeps sending me daily e-mails regarding an outstanding SABC TV License account registered in someone else name (one Mr R Bartz) whom I have never heard of before now. Sent an email asking them to stop last week and got a rather condescending email back from Clifford Ngobeni claiming the matter has been resolved and I will no longer receive emails regarding the matter.

Fast forward 4 hours later and yet another email is sent to me regarding the same outstanding account. How does one go about getting this harassment to stop?
