Disappointed by the service I’m getting

I made an application on the 01 November 2022 to apply for a place to stay I don’t get any response everytime I call I get the same response that my application will be done by the end of the week and it’s now over 3 weeks of application, when I called yesterday I was promised a deposit letter today before 12 but I haven’t got anything and when I called today I was told that my application hasn’t been attended to. Please assist
