2nd Hand car dealers cheating on honest buyers in Bloemfontein

On 20 May 2016 i bought a Nissan bakkie for R28000 from Hein, the owner of H & N Car Wholesalers, Krause Street, Bloemfontein. Before i took the bakkie there were some things i wanted done. There were no radio and some problem with the carburator and i had this done for R4455-14 on 25/05/2016 which i paid to his bank account same day. When i took the bakkie on 25/05/2016 it had temporary number plates valid until 14/06/2016 as he was still waiting for the owners papers still. The next morning the vehicle kept on cutting out and i had it delivered back to him on a low bed vehicle. He then put in a fuel pump and fuel pipes to the tank which cost me a further R695-00 which i paid immediately to his bank account. I then drove it a few times to work until 14/06/2016 when the vehicles was no more roadworthy as temporary permit expired and was still waiting for papers from owner which he kept on saying is coming. Week after week there were different stories. Then i got fed up and told him to take back the bakkie and gave me my money back. I took the bakkie back to him on 26/07/2016, but he refused to give money back and said will find a new buyer. After a few days he phoned me and said he got a buyer but only prepared to pay R30000-00 which i had to send him a whatsapp to say that i am prepared to accept R30000 for it. He paid over R5000 on 30/07/2016 and again R15000 on 01/08/2016 and said new owner will pay balance R10000 end of that week. I then struggled week after week to try and get the R10000 with different stories. I then decided to go to small claims court and try to get my money that way and he was found guilty on 08/12/2016, but still he then said he is going to oppose as i wanted all my money back R13150.14 and he agreed to R10000, but still I have to take it further by means of court orders or detachment orders which is going to cost me a lot more. I went back to him during May 2017 and asked him what am I to do to get my money. He then said will pay me the R10000 after he spoke to his lawyer. During June 2017 I asked him again and again said he did not yet spoke to his lawyer but will the next week and he knows my banking details as he made the R20000 pay over previously. It keeps on being next week and everytime a different excuse. It is now September 2017 and still nothing. Seems he even changed his cellphone number as I cannot get hold of him and he does not phone me at all. I had to move to my sister in Cape Town on 19/07/2017 as I could not afford to stay on in Bloemfontein.
