Warning About Tender **** Involving Johan Klaase & H AND E Investments and *****ulent DCS Tender

I would like to warn other businesses and suppliers about what appears to be a *****ulent tender and procurement **** involving individuals presenting themselves as representatives of the Department of Correctional Services (DCS) together with a company called H AND E INVESTMENTS (PTY) LTD. We received a Request for Quotation allegedly from the Department of Correctional Services for the supply of 15,000 BYD-350 White Board Markers under RFQ Number DCS-10-2026. The documents included: An RFQ using DCS branding and government email addresses An “Acceptance Letter” A “Purchase Order” An invoice from H AND E Investments requesting upfront payment The RFQ documentation contained the following details: Johan Klaase Tel: *** Cell: *** Email: *** The attached RFQ requested quotations for 15,000 markers and included various supporting document requirements. We were then issued with an invoice from H AND E Investments requesting upfront payment of R148,500.00 for the products. The invoice included the following details: H AND E Investments (PTY) LTD: Anne Watson Cell: *** Email: *** H AND E INVESTMENTS (PTY) LTD Nedbank Account Number: *** The invoice specifically stated “PAYMENT TERMS: UPFRONT PAYMENT.” After independently verifying the tender with the Department of Correctional Services, we received confirmation from the Drakenstein Correctional Services office that: “This is a ****.” This confirmation was sent directly by a representative from the Correctional Services office after they reviewed the documents and tender reference. Businesses should exercise extreme caution when dealing with: Johan Klaase / *** - JOHAN DOES NOT WORK FOR THE DEPARTMENT OF CORRECTIONAL SERVICES (DCS), AS CONFIRMED BY THE DEPARTMENT.
