Not what they say you pay and when

My husband signed up in September 2015 for R199 membership per month . The sales pitch is if you sign up then you only start paying from November 2015 and their pitch is still the same ,If you sign up now ,you only starting paying on the 3rd month but that is not true which we actually only found out yesterday from the manager and flora centre , He did mention that the membership is owing since September 2015,How is that possible if the sign up was to pay on the 3rd month only. And they charged an annual fee in November ,even new members were charge an annual fee including my husband ,how is that possible that a person only with you since September 2015 and in November 2015 you get charged an annual fee which is totally ******* to do so. I then stopped the debits there after but they continue to debit with different amounts which now shows that we owe them around R700.00 and this has put my husbands account into a negative were we owe the bank. I went to cancel this and was told that the debit cannot be cancelled ,I want this cancelled or i am going to the NCR to complain about this .
