GVS Property Management - Harassment

Good day, im an owner at this Salvatore Square and its managed by GVS Property and Gary Slabbert. He is very rude and not helpful at all. Who can i get in touch with to lodge a complaint? He will not forward me the details of the manager or a superior and cannot get any assistance from this man. Can some one help me pls. ***
