No delivery and not paying back money

I know I won't get my money back but maybe I will feel better in posting here. On 20 August I ordered an item online from Guilty Pleasures. I stepped into the trap because the owner said he will not charge me the delivery fee. After many communications and promises from the owner the item was never send. He also can't proof that he mailed the item. The last communication, a week ago, he then promised he will pay me back my money but as I expected he won't do it either. If you decide to order from this person, be very careful.
