Unfair rejection of a lawful claim

I have no joy in them I have submitted a claim against the municipality for a rotten tree that fell on my car while driving, according to gaurdrisk the tree was not rotten, I have appealed the rejection, the half of the tree that was left has now also fallen over it is now 5 months after my claim and im not getting any joy, I have paid money i did not have and now im behind on other payments I have, paying over r18 000 have placed me in a extreme financial problem,

I have phoned send emails begged plead I did everything I could I want feedback by 07 September or I will be going to the ombudsman, im just claiming damage for the cost of the car, im not claiming any other damage emotionally nothing, I still have nightmares and im petrified of trees my kids can't even play around or in trees being kids cuz of this, ALL IM ASKIBG IS SETTLE THIS CLAIM
