Guardrisk preventing me from going to Arbitrator

I have been trying to finalize a claim with Med Gap at Guardrisk for months now. I keep being told that a final decision has not been made but that the claim was rejected. I would like to go further by dealing with the Arbitrator but cannot do so until a final decision has been made yet no-one can assist me any further.
