Still no Delivery on products

Good day <br> I Purchased a product in October 2015 till this date it shows product ready for shipping, and has not yet been delivered to me. money was deducted immediately. When I enquire twice its always out of stock. Just as a though is this ***** or not, as I the client has paid for a deliverable goods that has till date not been delivered in the promised time.
