No delivery after 14 days as promised

I purchased a Mecer Laptop on the 23 of June 2015 and on the 29th of june it was indicated that the laptop was shipped by courier IT and today is the 08th July and I am still waiting for the parcel. phoned groupon who said I must phone Courier it and I phoned courier it , who also said I must phone groupon ( Blame shifting) this laptop is meant as a birthday gift to someone
