Goods not delivered

I ordered an external hard drive from groupon on the 7th October. They always undertake to deliver within 14 days. I have written several emails informing them that my goods have not been delivered. They eventually wrote to say someone should have advised me that they are out of stock. My problem is that if they are out of stock they should then refund my money back. To date no refund has been done
