Again No Delivery

Yet again after ordering on Groupon it is now day 21 and still no delivery. I've emailed - with no response. I've called but cannot hang on more than 30 minutes to talk to a person. Consistently a issue to purchase from this miserable company as they never stick to the purchase agreement - isn't this a breach of purchase contract? What must one do to get delivery within the specified time or do I have to fight yet again for a refund that will take likely more than a month.
